Design a Quality Certification for Lagos Street Food Vendors

The brief
Street food is Lagos's most important food system. Buka operators, suya vendors, akara sellers, and food court stalls serve millions of meals daily with no quality standard, no hygiene inspection regime, and no way for a customer to distinguish a clean operator from an unsafe one.
Your challenge is to design a practical, affordable quality and hygiene certification system for Lagos street food vendors. It must be enforceable without a large bureaucracy, meaningful to customers, achievable by vendors earning ₦50,000 to ₦300,000 a month, and resistant to corruption.
Submit: certification standards, assessment process, who administers it, what vendors receive when certified, how customers identify certified vendors, cost to vendor, and anti-corruption mechanisms.
Judging criteria: 35% practicality and resistance to corruption, 30% meaningful standards, 25% customer trust design, 10% vendor accessibility.
