Fix Urban Water Supply in One Nigerian City

Urban water utilities in Nigeria are among the worst-performing in Africa. They produce water but lose over 50% to non-revenue water (leakage and theft). They have billing systems that collect a fraction of what is owed. They lack the metering data to target maintenance. And they face chronic underfunding from state governments that have politically committed to low water tariffs. The result is that most urban Nigerians buy water from private vendors at 10 to 20 times the piped water tariff. Your challenge is to design an operational turnaround plan for one defined service area of an urban water utility in Nigeria (you may use Lagos, Kano, Enugu, or any state capital as your reference). The plan must reduce non-revenue water by at least 30%, increase revenue collection from connected households by 50%, and improve reliable supply hours per day from the current average (typically 2 to 6 hours) to at least 16 hours, within 24 months.
