Your challenge is to design a tourist safety and crisis response system for Nigeria that provides visiting tourists with real-time safety information, emergency assistance, and rapid response capability across the country's major tourism corridors. The system must be visibly operational (not just a branding exercise), genuinely reduce risk, and be fundable through a tourism levy. Submit a system design document (max 12 pages) including: the safety information platform, emergency assistance network, rapid response model (how fast, who responds), the tourism levy funding mechanism, how the system addresses both real and perceived safety, and a pilot plan for three major tourism corridors within 18 months.
