Fix the Logistics of Nigeria's National School Feeding Programme

The National Home-Grown School Feeding Programme (NHGSFP) is one of Nigeria's largest social programmes, providing meals to primary school children across the country. Despite genuine political commitment, implementation is marred by three chronic problems: delayed payments to the women who cook the meals (often 3–6 months in arrears), inconsistent food quality and nutrient content, and procurement data that is widely suspected to contain ghost schools and ghost pupils. Your challenge is to design an operational improvement system for the NHGSFP targeting one of the three problems above. You may choose: payment delays, food quality monitoring, or procurement verification. Your solution must be deployable within the existing government programme structure and not require a complete system rebuild. Submit an operational design document (max 10 pages) including: the specific problem and its root causes, your proposed solution, how it integrates with existing programme structures, a change management plan for government adoption, a pilot design for one state, and how impact is measured. Judging criteria: 35% quality of root cause analysis, 30% feasibility within existing government structure, 20% change management plan, 15% impact measurement.
