Make Nigerian Government Procurement Transparent and Competitive

The Bureau of Public Procurement requires open tendering for federal contracts above threshold values. In practice, most procurement in Nigeria — federal and state — is awarded through selective or direct procurement processes, with minimal publication of opportunities or results. Contractors and suppliers who do not have personal connections to procurement officers have almost no access to government contracts. The concentration of contracts in a small number of connected firms reduces competition and drives up costs to taxpayers. Your challenge is to design a government procurement transparency platform for Nigerian federal MDAs that publishes all procurement opportunities in real time, records contract awards with supplier details, tracks contract completion and payment status, and flags contracts awarded without competitive process. It must integrate with the existing BPP e-procurement system. Submit a system design document (max 12 pages) including: the data integration approach with BPP and MDA systems, the public-facing transparency dashboard, the red-flag algorithm for non-competitive awards, how contract performance is tracked, the civil society and media access model, and a plan to cover 50 federal MDAs within 18 months.
