Maslow's physiological and safety needs are the foundation of the entire hierarchy. Physiological needs are immediate and biological: food, water, shelter, sleep, warmth. Safety needs are the next layer: physical security, economic stability, freedom from violence, access to health and care. Maslow is precise about the implications. A person who is hungry will think of almost nothing but food. A person who lives in physical insecurity cannot meaningfully invest in belonging or esteem. These are not failures of character or motivation — they are the rational responses of a human nervous system to unmet foundational needs. For any organisation working in communities where foundation needs are not reliably met, the critical question before designing any programme is: are the people we serve operating from a place where these needs are adequately met? If not, the programme must address that before it can reach its intended objective.
