The constraint for most organisations is building the team and culture that can use AI effectively. This has three components. First, technical talent: people who understand how to build, deploy, and monitor AI systems. Second, domain expertise: people who understand the problem deeply enough to design the right AI application, evaluate whether its outputs are sensible, and catch failures that a pure technologist would miss. Third, change management: leadership willing to redesign workflows around AI, educate non-technical staff, and manage the cultural resistance that comes with changing how work gets done. All three are necessary. Technical talent without domain expertise builds solutions to the wrong problems. Domain expertise without technical talent cannot build anything.
